Dear colleagues,
We noted with interest that after two years of silence, the Director- General is organizing, on 4 July, a staff meeting to introduce the new Director of Human Resources. His arrival was announced in the Ivory Note n° DG/Note/17/08 dated 24 April 2017, which indicated that: “This decision is effective as of 21 April 2017”.
We hope that the arrival of a long-term Director to head the Bureau of Human Resources Management (HRM) will enable a certain number of long-standing pending issues to advance. Indeed, in just three years, there have been 5 successive Directors of Human Resources, 3 of which were acting Directors. This did not help improve the situation of the staff in the Organization or staff-management relationships.
This appointment should not make us forget the severe shortage of staff in HRM. This situation is also the case elsewhere within the Organization, at all levels. However, HRM tasks concern our working conditions and daily life (contract, salary and allowances, training, leave, health insurance, pension, etc.); the understaffing in HRM is therefore affecting all of us.
We welcome our new DIR/HRM and will encourage the strengthening of his team, as soon as possible. We will, of course, remain as vigilant as ever regarding the respect of the rules of the Human Resources Manual, for the benefit of all.
