At the same time, we are observing a crisis of multilateralism itself. At a moment when international cooperation is essential, it is too often questioned and weakened.<\/p>\n<p>In such a context, the mandate of UNESCO is more relevant than ever. <em>Building peace in the minds of women and men<\/em> is not an abstract principle. It is a necessity. <\/p>\n<p>And yet, just when this mandate is most needed, the resources to deliver it are shrinking.<\/p>\n<p>The OECD revealed a few days ago that Official Development Assistance is declining sharply, hitting bilateral aid and UN funding the hardest. At UNESCO, this is translating into reduced financial resources, including pressure on the regular programme budget, the very budget that sustains the core functioning of the Organization and the staff implementing its mandate.<\/p>\n<p><em>Distinguished delegates,<\/em><\/p>\n<p>STU is looking forward to the deliberations of this Executive Board. We trust that adequate resources will be invested in UNESCO&rsquo;s staff empowerment and well-being.<\/p>\n<p><strong>Because staff are not a cost. We are UNESCO&rsquo;s most valuable asset.<\/strong><\/p>\n<p>Today, that asset is under strain.<\/p>\n<p>Allow me to share some realities, drawn from the JIU recent report on UNESCO and the last Staff Engagement Survey.<\/p>\n<p>What emerges is not a series of isolated issues, but a declining trend of an organization where Human Resources Management does not inspire the level of trust it should.<\/p>\n<p>Recruitment processes lack transparency and consistency, with limited accountability in decision-making and perceived opacity in classification standards. Performance remains disconnected from career development and learning. Staff well-being is threatened: unrealistic workloads, long working hours, continued uncertainty about mobility are not sustainable in the long term, and <strong>this term is long past<\/strong>.<\/p>\n<p>Confidence in speaking up remains fragile: too many colleagues still hesitate to report misconduct for fear of retaliation and, hesitancy in joining Staff Unions is common.  <\/p>\n<p>Career prospects are limited, affecting motivation, and engagement.<\/p>\n<p>And the growing reliance on affiliate personnel for core functions is creating a dual workforce, raising concerns about fairness, accountability, institutional memory and continuity.<\/p>\n<p><em>Finally, a word on internal justice<\/em>, where existing mechanisms are too slow. In this context, in UNESCO, a new Administration is taking office under unprecedented financial conditions. In such times, having united staff makes us stronger to safeguard our rights, wellbeing and collective future. <\/p>\n<p>In this vein, over the past year, the UNESCO Staff Union (STU) has been a consistent and active <a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000396137\/PDF\/396137eng.pdf.multi\">player<\/a> wherever staff interests were concerned.<\/p>\n<p>From the early stages of policy development, in 2025, STU contributed drafting key texts that shape our daily working life: parental leave, internships, short-term assignments, internal justice mechanisms, and initiatives supporting staff wellbeing among others. We also closely monitored recruitment practices, reviewing appointment files through ARBs and advocating for merit-based decisions and greater transparency. In parallel, STU has actively championed mental health and psychosocial wellbeing, raising staff concerns, promoting a healthier work environment, and supporting measures that recognize the impact of workload, uncertainty, and organizational change. When colleagues faced disputes or personal or professional difficulties, STU defended their rights and provided confidential advice, legal guidance, and practical support.<\/p>\n<p>Beyond individual cases, the Union ensured that staff voices reached UNESCO&rsquo;s highest decision-making bodies, including the Executive Board[1], the General Conference[2], and committees on health and security. As member of the <a href=\"https:\/\/ficsa.org\/about-ficsa\/structure.html\">Federation of International Civil Servants&rsquo; Associations<\/a> (FICSA), STU also strengthened staff representation in UN-wide discussions on salary scales and compensation, conditions of services and standards of conduct, ensuring UNESCO staff were not isolated but fully engaged in shaping future working conditions of the UN Common System.<\/p>\n<p>STU is following the ongoing UNESCO 80 process with both interest and due attention. In this regard, STU welcomes the preliminary consultations done so far from the new Administration and reaffirms its commitment to contribute to this initiative, underlining once more that any significant restructuring of the Organization should be accompanied by meaningful consultations with staff associations, to ensure that staff perspectives are heard and that rights and working conditions are fully protected. Across the United Nation system, shifting donor priorities are reshaping how the UN works and, perhaps, also its very nature. <\/p>\n<p>At UNESCO, we close eight years of Ms. Azoulay&rsquo;s mandate and open a new chapter, with the nomination of Dr. El Enany. It is therefore a fitting moment for reflecting on the past and for looking ahead.<\/p>\n<p>This reflection should be based on reliable data, like the results of the 2024 Employee Engagement Survey, which portrays the opinions and sentiments of over 2500 UNESCO&rsquo;s workforce.<\/p>\n<p><strong>Distinguished Delegates,<\/strong><\/p>\n<p>The survey delivers a clear message. Staff engagement is decreasing, too many colleagues see their career paths stagnating and their potential untapped. Fairness and transparency in recruitment remain inconsistent, deepening frustration and eroding trust. <\/p>\n<p>More alarming are the findings on staff well-being: workloads are excessive, work-life boundaries are eroding, and confidence in leadership is slipping, leading to high levels of stress. Mobility in our Organization barely works, leaving many UNESCO families in never-ending uncertainty about their future. Fear of speaking up, of retaliation, of being sidelined, has taken root in our workplace. <\/p>\n<p><strong>This is not the workplace we wanted to build and the workplace we want to live in.<\/strong><\/p>\n<p>We are especially concerned about two aspects of these results. UNESCO&rsquo;s scores are significantly lower than those of other UN agencies and these indicators are declining. Year after year, trust, motivation, and engagement continue to fall.<\/p>\n<p>This points to an important imbalance. The Organization&rsquo;s ambitions for increased impact and visibility, and parallel reduction of Regular Budget, are placing increasing strain on its people. <\/p>\n<p><strong>The progress we celebrate must be matched by equal attention to the well-being of those who make it possible, the staff.<\/strong><\/p>\n<p>Yet one bright message stands out: the remarkable pride and dedication of UNESCO&rsquo;s staff. Despite challenges, colleagues remain deeply committed to the mission we serve. <\/p>\n<p><strong>That enduring spirit must be the starting point for renewal.<\/strong><\/p>\n<p><strong>Excellencies,<\/strong><\/p>\n<p>While we recognize the Administration&rsquo;s efforts to modernize our workplace, progress has been uneven and too slow. Incremental measures will not suffice. Staff reductions inevitably go hand in hand with programmatic consequences: fewer projects, diminished impact, and less beneficiaries reached. <\/p>\n<p>In these challenging times, STU remains steadfast in advocating for the protection of staff job security, rights and welfare, irrespective of the grade or contract type.<\/p>\n<p><strong>Distinguished Delegates,<\/strong><\/p>\n<p>In the past, UNESCO has already experienced the profound consequences of a funding decline. Thirteen years after the 2012 crisis, the Organization and its staff are still paying its consequences. Over the past decade, staff have continuously been asked to do more with less, and this model has become untenable. The results of the most recent Employee Engagement Survey clearly demonstrate the consequences: a picture of deep fatigue, disillusionment, and systemic strain.<\/p>\n<p>The survey highlights chronic issues. <strong>Career advancement<\/strong> opportunities remain scarce, leaving many staff members feeling stagnant and undervalued. <strong>A lack of fairness and transparency in recruitment<\/strong> further aggravates the picture. Compared with other UN agencies, UNESCO lags far behind in professional development and career progression.<\/p>\n<p>At the same time, the survey also reveals that staff well-being has deteriorated. Excessive workloads, blurred boundaries between personal and professional life, and declining confidence in leadership have fostered a culture of overwork and mistrust. Too many colleagues feel unsupported, with only a small portion believing that UNESCO genuinely cares about staff welfare. This erosion of trust, engagement and motivation is compounded by a <strong>climate of fear<\/strong>&mdash;many feel unsafe reporting misconduct or voicing concerns.<\/p>\n<p>One encouraging finding, however, is the enduring pride and commitment of staff to UNESCO&rsquo;s mission. <\/p>\n<p><strong>Distinguished Delegates, <\/strong><\/p>\n<p><strong>We are not bureaucrats!<\/strong> UNESCO staff is made of talented experts, colleagues who continue to believe in the Organization&rsquo;s mandate.<\/p>\n<p>STU is increasingly concerned by widespread doubts regarding the transparency and fairness of <strong>recruitment processes<\/strong> within the Organization. Many staff have questioned the timing, consistency, and impartiality of these procedures. Considering these concerns, STU once again calls for an audit of recruitment in UNESCO, with a focus on a comprehensive reform of the Appointment Review Board, which should evolve from a
