Madame Director-General,

As your two terms of office are coming to an end, we would like to comment on the dramatic situation resulting from years of dysfunction.

Just in the 2016-2017 biennium, the Administrative Tribunal of the International Labour Organisation (ILOAT) condemned UNESCO ten times , in particular concerning staff in the CLT , MSS , HRM and SC Sectors. Mostly, these convictions are about job reclassifications.

The amounts payable to the complainants come to €350,000 and further aggravate an already fragile financial situation.

We are especially outraged by the behavior of the Administration regarding the Medical Benefit Fund (MBF),** which cost UNESCO €220,000**. Indeed, we drew attention to this at least four times:

  • 18 November 2014: MBF: Do not let the Organization take away your rights
  • 19 March 2015, in the absence of a reply to the questions asked on 29 September 2014: What is happening to our Medical Benefit Fund?

We firmly believe that all this could have been avoided , if the Administration had been willing to listen to us.

At our first meeting with your successor, the new Director-General, we hope to raise these issues so as to find a way to rectify the situation of our Organization.
